This is a moped. At least according to Amsterdam law. Mopeds are measured purely on displacement, and this thing has such a small engine that it falls into a category that requires a much lesser driving license than cars - and can also be parked on the sidewalk apparently. Notice its tiny license plate compared to the normal car in front of it.
